Description
JOB OBJECTIVE: Work in a fast paced, multi-faceted environment performing complex financial analysis, financial reporting and procurement for federally funded nutrition programs administered by the Texas Department of Agriculture (TDA) Food and Nutrition Division. Work under general supervision with moderate latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES: 1. Prepare, review, and track Food and Nutrition Division requisitions for merchandise, supplies, equipment and contracts following applicable guidelines, rules, policies and laws. 2. Prepare for and attend biweekly procurement meetings, provide relevant updates, and take action based on outcome of meetings. 3. Process receipts and prepare change orders for Food and Nutrition purchases, following applicable guidelines, rules, policies and laws. 4. Perform analysis of moderately complex data that involves entering, verifying, researching, correcting, and retrieving data for monthly, quarterly and annual state and federal financial reports. 5. Assist with review of claim payment data and preparation of accurate and timely reports to facilitate the transfer of federal funds to the state agency for Food and Nutrition program operations. 6. Ensure accurate accounting through monthly reconciliation of assigned claim reimbursement programs and preparation of adjusting entries. 7. Compile requested financial data for preparing and revising the State Administrative Expenditure budget and reconciliations. 8. Review accounting records, financial statements, management practices and internal controls to ensure compliance with federal and state laws and/or regulations as well as TDA’s and Food and Nutrition’s policies, regulations and contract provisions. 9. Review and assist with the preparation of documents for state and federal audits pertaining to food and nutrition to ensure accurate and timely completion. 10. Respond to questions pertaining to periodic reports and investigate discrepancies and initiate re-coding of vouchers, as needed. 11. As requested, work with other areas of the agency to ensure accuracy of expenditures, revenue data and reporting documentation. 12. Prepare fiscal information on proposed projects, procurements, and legislation as it relates to Food and Nutrition. 13. Assist in developing and maintaining budget and grant reporting policies, procedures and automated processes. 14. Assist in the preparation of the schedule of federal expenditures awards of TDA’s Annual Financial Report as requested. 15. Adhere to established work schedule with regular attendance. 16. Follow all TDA safety guidelines, procedures, and ethics requirements. NON-ESSENTIAL DUTIES: 17. Perform other duties as assigned.
Qualifications
QUALIFICATIONS/REQUIREMENTS (The application must specifically state how each of the following qualifications are met): - Graduation from an accredited college or university (two years of work experience related to the essential duties may substitute for one year of college); - Minimum two years work experience in accounting or procurement; - Work experience using automated accounting systems; - Work experience in high volume or moderate complexity data analysis; - Work experience preparing or analyzing account reconciliations; - Work experience preparing or analyzing technical reports and summaries; - Valid Texas driver’s license and an acceptable driving record*; and - Required to travel up to 5% of the work period.
