- Description
- This is professional entomology work at the lead worker level recommending programs to control mosquito populations. The work requires a seasoned understanding and application of the theories, principles, and practices of entomology gained through degree granting schools or an equivalent level of practical knowledge gained through experience. May train, assign, monitor, and review the work of others. Contact require skills in understanding and influencing people and are important in public service; interaction with the general public including responding to general inquiries, participating in outreach and educational programs, and representing the division at meetings as needed. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of changing priorities or differing situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in searching for solutions or new applications within ones' own experiences. Work is performed both indoors and outdoors where there are some risks and hazards, but they are known, predictable, and controllable. Operates specialized mosquito control equipment and vehicles, standard office equipment such as personal computer, facsimile machine, and audio-visual equipment. The physical demands consist mainly of working with control products, walking, bending, performing minor maintenance on equipment and vehicles and lifting up to 50 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques and standards, and the worker plans and organizes the work and determines priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and adherence to established methods, standards, and policies. EXAMPLES OF WORK: (not intended to be all inclusive) • Directs mosquito collection, identification, storage and retrieval. • Monitors mosquito borne disease transmission. • Recommends programs to control mosquito populations. • Travels to and surveys mosquito habitats and collects and interprets data for program analysis. • Conducts and oversees recertification training. • Prepares correspondence. • Conducts research on mosquito control and surveillance methods and materials. • Facilitates the computerizing of data. • Completes reports and maintains records. • Directs the procurement of equipment and supplies for the lab. • Makes presentations to civic groups, schools, and the media. • Advises employees and the public on mosquito control methods. • Responds to emergency activation and recovery in accordance with administrative direction. • Operates control products application equipment. • May train, assign, monitor, and review the work of others. • Operates standard office equipment such as personal computer using word, spreadsheet, powerpoint, database, GIS, mobile devices and other related applications. • Demonstrates proficiency in the City of Jacksonville’s competencies. • Performs related work as required.

- KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge of mosquito biology and entomology. • Knowledge of mosquito control program management. • Knowledge of mixing, storing, and applying control products. • Knowledge of departmental policies and procedures. • Knowledge of safety procedures, occupational hazards, and protective equipment. • Knowledge of operation, calibration, and maintenance of Mosquito Control equipment. • Knowledge of federal, state, and local environmental laws, rules and regulations. • Knowledge of fiscal and supply procedures. • Knowledge of aerial control products application. • Skill in operating vehicles and equipment under adverse weather conditions and in rough terrain. • Ability to read and interpret work-related materials such as federal, state and local regulations and control products labels and theory of application. • Ability to plan, organize, and prioritize work projects. • Ability to communicate verbally and in writing. • Ability to conduct research studies. • Ability to perform laboratory procedures, interpret data and apply results. • Ability to read topographical maps, street maps and aerial images. • Ability to perform mathematical calculations. • Ability to physically perform work in adverse conditions while wearing protective equipment. • Ability to operate standard office equipment such as personal computer using word, spreadsheet, powerpoint, database, GIS, mobile devices and other related applications. • Ability to train, assign, monitor and review the work of others. OPEN REQUIREMENTS: Bachelor’s degree from an accredited institution in chemistry, biology, or entomology with at least two years of experience in mosquito control or pest control is required. An advanced degree can substitute for the two years of experience. PROMOTIONAL REQUIREMENTS: All permanent employees who have served for one year in the class of Laboratory Technician and who meet the open requirements may apply. LICENSING/CERTIFICATION/REGISTRATION: Public Health Pest Control Certification (FLA Dept of Agriculture & Consumer Services) must be secured in 1 year & must be maintained. FLA Class E Driver's License is required prior to appointment & must be maintained. City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment. OTHER REQUIREMENTS: The probationary period for this class is twelve months. This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401).
