Description
Two positions available. This position supports USDA International Services (IS) by actively participating in the development, implementation, and evaluation of internationally-based pest management programs. This position will initially be in Riverdale, Maryland, for orientation and obtaining required security clearance before deployment. It is intended to prepare the incumbent for conversion to an Overseas Limited Appointment (not-to-exceed 2-4 years) with a possible 1 year extension in Guatemala and/or Panama. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Participates in the development and implementation of guidelines, policies, and procedures used for mass rearing, sterilization, and release of insects. Compiles, approves, reviews, prepares, and applies scientific material in the areas of responsibility for use operationally in Action Programs' activities. Receives, evaluates, and interprets information and reports, evaluating the effectiveness of production facility, dispersal, and/or field operations and accomplishments. Assists with the administrative aspects for the Technical staff, including providing input in performance goals and objectives, as well as reviews and performance evaluations. Serves as an advisor to oversee the proper execution of technical priorities and implementation of operational adjustments. Assists with the administrative aspects for the Technical staff, including providing input in performance goals and objectives, as well as reviews and performance evaluations. Ensures the facilities and field activities under purview are managed in accordance with health and safety requirements and security guidelines for employees. Travel Required 25% or less - You may be expected to travel for this position. Geographic mobility is a must and the incumbent is required to sign a geographical mobility agreement.

Final appointment and continued employment is conditional on negative results for illegal drug use. Selectee will be subject to a pre-employment medical statement and/or exam. In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter. As a condition of employment, the incumbent must possess a minimum of a Speaking 3 and Reading 3 from a certified language proficiency test or obtain proficiency within 24 months of the effective date of hire. Position is intended to prepare the incumbent for conversion to an Overseas Limited Appointment (not-to-exceed 2-4 years) with a possible 1 year extension in Guatemala and/or Panama. Some relocation costs will be covered when moving overseas. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience with insect production, rearing, or ecological field studies that improved understanding of genetics, ecology, or production. Works independently on aspects of multi-faceted projects to accomplish tasks necessary to achieving a larger, long-term goal. Prepares and presents scientific and technical reports that require the use of statistics, modeling, or specialized software which may include geographic information systems, genetics analysis tools, or other specialized applications. Develops science-based approaches to troubleshooting issues in routine protocols and standard operating procedures. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological sciences, or closely related. Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Collaborates on the design, development, implementation, and maintenance of operational policies, guidelines, and procedures in laboratory and field settings to achieve strategic goals. Advises and monitors teams on the execution of new or revised operational protocols for laboratory or field activities. Performs complex tests and/or procedures that require using specialized methods or techniques, which may include cutting-edge genetic technology, chemical analysis instrumentation, field tools such as traps and lures or other surveillance tools. Formulates program plans that require coordination with technical and administrative departments. Note: There is no education substitution for this grade level. TRANSCRIPTS are required: This position requires specific coursework or a degree in a specific field to be basically qualified. You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
